Student Services Complex

The Student Services Complex is a multi-part project comprised of a new entry road, parking lot, administration building, and pedestrian plaza. This building and entry will serve as the new gateway to campus.

The Student Services Complex and pedestrian plaza will be the architectural gem of campus. Highly visible from the new grand entrance to campus, this building will be a centralized location for all essential student services and needs.

As a gateway building, it will define Evergreen Valley College's campus image and provide a destination that is welcoming and inclusive. The vision for the interior of the building is to promote clarity and ease for the student navigating the services. The building’s features intend to invite interaction, collaboration, peer support, and learning. Each of the services offered will maintain a sense of uniqueness while being part of a cohesive whole. Access to natural daylight, spaces for socializing, and connections to the outdoor environment will help promote the well-being of the students, staff, and faculty.

In alignment with the College's commitment to positive stewardship of the environment, sustainable strategies will create an attractive aesthetic and align with Evergreen Valley College's maintenance and operations requirements. It is a part of the College's focus to incorporate flexibility and adaptability within the building programs as an essential component of sustainability.

Project Updates

February 2024

Past Month’s Accomplishments: Build out of the building interiors reached 85% completion on the Student Services side and 89% at the Administrative Wing. Elevator interior buildout is 80% complete.

Next Month’s Milestones: Installation of the wood ceiling grid and hard lid in both buildings will continue. Flooring installation is expected to reach 81% completion in the Administrative Wing and 65% completion in the Student Services side. For Entry Road Phase 2, the island concrete pours, irrigation, and bioswale work will continue.


January 2024

Past Month’s Accomplishments: Build out of the interiors reached 83% completion on the Student Services side and 87% completion in the Administrative Wing. Exterior glass was completed. The elevator interior buildout reached 75% completion. Interior building painting and tile work are roughly 98% complete. For the Entry Road Phase 2 project, hardscape, landscaping, underground rough-in, and monument sign work are 75% complete.

Next Month’s Milestones: Wood ceiling grid or hard lid installation in both buildings will continue. Flooring installation is expected to reach 73% completion in the Administration Building and 56% completion in the Student Services Building. For Entry Road Phase 2, electrical light pole bases, island concrete pours, irrigation, and bioswale work will continue.


December 2023

Past Month’s Accomplishments: Build out of the building interiors reached 81% completion on the Student Services side of the complex and 84% completion on the Administration Wing. Building heating was turned on in the Administration Wing. Exterior glass installation reached near completion. The elevator interior buildout is underway. Interior painting and tile work reached roughly 95% completion. For the Entry Road Phase 2 project, hardscaping, landscaping, underground rough-ins, and monument sign work are 73% complete.

Next Month’s Milestones: HVAC units will be turned on in the Student Services wing of the building. Ceiling grid and hard lid installation in both buildings will continue. Terrazzo flooring installation in Building C will be completed. For the Entry Road Phase 2 project, electrical light pole bases, island concrete pours, irrigation, and bioswale work will continue.


November 2023

Past Month’s Accomplishments: Build out of building interiors reached 78% completion on the Student Services side of the complex and 82% completion on the Administration Wing. The building was energized. Exterior glass installation and elevator installation both reached 97% completion. Interior painting and tile work are roughly 70% complete. For the Entry Road Phase 2 project, hardscaping, landscaping, underground rough-ins, and monument sign work are 68% complete.

Next Month’s Milestones: HVAC units will be turned on, and the building will be acclimated. Taping, painting, ceiling grid, and hard lid installations in both buildings will continue. Flooring will be installed in some areas. For the Entry Road Phase 2 project, electrical light pole bases, island concrete pours, irrigation, and bioswale work will continue.


October 2023

Past Month’s Accomplishments: Build out of the building interiors reached 75% completion. MEPF rough-ins are underway and are 80% complete. Installation of exterior windows, storefronts, and glass is 92% complete. Permanent power tie-ins were completed. Elevator installation is roughly 90% complete. For Entry Road Phase 2, the hardscape, underground rough-ins, and monument sign work reached 65% completion.

Next Month’s Milestones: The building will be energized. Closing up of walls and ceilings in the Administration Building will be completed. Ceiling work and painting walls in the Student Services side of the building will be completed. For Entry Road Phase 2, irrigation and bio work will be completed.


September 2023

Past Month’s Accomplishments: Build out of the interiors reached 70% completion. MEPF rough-ins are underway and are 73% complete. Exterior windows and storefronts and glass installation are 74% complete. For the Entry Road Phase 2, the Hardscape, first asphalt lift pour, and monument sign work reached 56% completion.

Next Month’s Milestones: Installation of exterior ACM Panels will be completed. The building will be energized. Walls on the Student Services side of the building will be closed. For Entry Road Phase 2, the grading of landscape areas will be completed.


August 2023

Past Month’s Accomplishments: Build out of the building interiors reached 75% completion. MEPF rough-ins are underway and are 80% complete. Exterior windows, storefronts, and glass installation reached 75% completion. For the Entry Road Phase 2 project, hardscape, first asphalt lift pour, and monument sign work reached 45% completion.

Next Month’s Milestones: The second elevator installation will be completed. Closing of walls on the Student Services side of the building will be completed. For Entry Road Phase 2, grading of the landscape areas will be completed.


July 2023

Past Month’s Accomplishments: Build out of the building interiors reached 71% completion. MEP rough-ins are underway and reached 73% completion. Windows, storefronts, and 2nd-floor glass installation reached 66% completion. Phase II of the Entry Road project began and is roughly 25% complete. Building Hydronics reached roughly 95% completion.

Next Month’s Milestones: Build out of the building interiors will continue. Storefront glass will be completed. Paving outside of the MS3 Pathway will occur on August 5. Entry Road phase II scope will continue.


June 2023

Past Month’s Accomplishments: Heating hot water direct bury reached 88% completion. Build out of the soffit of the oculus space is roughly complete. Interior framing reached 94% completion. MEP rough-ins are underway and at 65% completion. The exterior building envelope enclosure is close to being watertight. Windows, storefronts, and 2nd floor glass installation is underway. Entry Road Phase II began and reached 15% completion.

Next Month’s Milestones: Turnover of the MS3 Pathway back to the College is expected. Installation of site flatwork for the Entry Road Phase II roadway, including site lighting and landscaping, will be completed. Interior build-out and exterior glass will continue. Paving outside of the MS3 Pathway will be completed.


May 2023

Past Month’s Accomplishments: Heating hot water direct bury reached 70% completion. Build out of the soffit of the oculus space was completed. Interior framing reached 88% completion. MEP rough-ins are underway and at 43% completion. The exterior building envelope enclosure was waterproofed.

Next Month’s Milestones: The project will reach one year under construction. Completion of Hydronics work in the MS3 Pathway is expected. Storefront and curtainwall installation will reach 45% completion. Elevator installation will reach 12 %. Entry Road Phase 2 grading will begin.


April 2023

Past Month’s Accomplishments: Installation of building fire sprinklers, ducting, Hydronics, and electrical rough-ins were completed. Heating Hot Water direct bury continued. Campuswide water tie-in was completed. Glass installation at the Oculus was completed. Interior framing of the building reached 65% completion, and MEP rough-ins reached 30% completion.

Next Month’s Milestones: Hydronics work in the MS3 Pathway will be completed. Storefront, curtainwall, and elevator installation will continue. Entry Road Phase 2 will commence.


March 2023

Past Month’s Accomplishments: Roofing installation is underway. Fire sprinkler installation reached 65% completion, exterior canopy lighting conduit run reached 80% completion, and heating hot water direct bury reached 42% completion. Exterior sheathing began. Excessive rain this month had an impact on manpower.

Next Month’s Milestones: Utilities down the fire lane outside MS3 will continue, along with exterior Sheathing and HVAC ducking on the Student Services side. Roof installation will be completed.


February 2023

Past Month’s Accomplishments: MEPs were onsite with interior materials deliveries. Fire sprinklers installation is underway throughout the Student Services Complex. Exterior ship ladder and parapet framing is ongoing. Exterior canopy lighting reached 45% completion. Heating hot water direct bury reached 39% completion. Curbs were poured for roof top units.

Next Month’s Milestones: Utility work to building down fire lane pathway outside MS3 will continue. Hanging duct work above ceilings will also continue.


January 2023

Past Month’s Accomplishments: Interior stairs were placed and welded. Wall layout and framing started. Exterior roof framing is ongoing. Exterior canopy lighting and heating hot water direct bury both reached 25% completion.

Next Month’s Milestones: Storefront materials will be on site for placement. Roof top work including curb framing and cutouts, is, ongoing. Utility work to buildings down the fire lane pathway outside of MS3 is underway. Hanging of duct work above ceilings will continue.


December 2022

Past Month’s Accomplishments: Exterior structural steel and roof framing were completed. Deck pours and installation of stairs were completed along with the layout of interiors walls. Wall framing began.

Next Month’s Milestones: The hydronic hot water and gas hydronics rough ins at the pathway north of the MS3 building will be completed. Electrical Trench and Conduit will be completed. The pathway will be opened by the end of the month. Interior wall framing will begin.


November 2022

Past Month’s Accomplishments: Roof and 2nd floor concrete decks were poured at the Student Services building. Exterior canopy steel was placed. Exterior framing and roof are underway.

Next Month’s Milestones: Slab on metal deck pour at the Administration building will be completed. Hydronics installation, hot-cold chiller, water, and gas will be completed. Trench and conduit for power to the building will be installed.


October 2022

Past Month’s Accomplishments: Column and beam erection and metal decks were completed. The foundation was prepared at the Administrative Building.

Next Month’s Milestones: Foundations at the Administrative Building will be continued and completed. The exterior steel canopy will be finalized. Welding on metal decks with be finished to receive concrete.


September 2022

Past Month’s Accomplishments: Steel erection and metal decks were completed at the Administration side of the building. Installation of underground utilities reached 95% completion. Steel erection and welding was also completed at the Student Services portion of the building.

Next Month’s Milestones: Steel erection will be continued and completed. Slab on grade pour for the Administration side of the building will be completed as well.


August 2022

Past Month’s Accomplishments: Building foundations were completed. Installation of underground utilities reached 90%. Vapor barriers were installed, and elevators were poured in place.

Next Month’s Milestones: Delivery and erection of steel is expected. Slab on grade pour for the Student Services side will be completed. Exterior mockups will begin.


July 2022

Past Month’s Accomplishments: Mobilization and temporary construction trailer drop off was completed. The first phase of demolition was completed along with surveying of the building pad and certification.

Next Month’s Milestones: Symposium and President’s Suite finishes will be finalized. Foundations and installation of utilities will be completed.


June 2022

Past Month’s Accomplishments: Bond team move out and demolition of portable offices were completed. Mobilization and temporary construction trailer drop off was completed. LLB Contract with the general contractor was approved by the Board.

Next Month’s Milestones: Interior and exterior wayfinding signage design will be completed. Symposium and President’s Suite finishes will be finalized. Relocation of portable offices to temporary space will be completed. Demolition in Parking Lot 4/5 and surveying will begin.


April 2022

Past Month’s Accomplishments: The guaranteed maximum price was finalized with LLB-GC. Furniture design procurement was completed.

Next Month’s Milestones: Interior and exterior wayfinding signage design will be completed. Portable relocation and move out will be completed. Groundbreaking will commence in Lots 4 and 5.


March 2022

Past Month’s Accomplishments: DSA approval was received 3/18/2022. Inspection services were brought out.

Next Month’s Milestones: Interior and exterior wayfinding signage design will be finalized. Portable relocation future bid notification to be developed. Move management of bond portables underway.


February 2022

Past Month’s Accomplishments: Irick Inspections was selected as the Inspector of Record. Ninyo & Moore was selected as Geotech of Record.

Next Month’s Milestones: Receipt of DSA approval has been moved to 3/10/2022. Interiors for DSA Addendum will be finalized by 3/31/2022. Furniture design will kick-off and interior wayfinding and exterior signage design will be finalized. Portable relocation move out will also be completed.


January 2022

Past Month’s Accomplishments: State Water Board approval was received. DSA re-submittal was delivered on 01/31/2022.

Next Month’s Milestones: DSA approval is expected to be received by 02/16/2022. Interiors will be finalized for the DSA Addendum.


December 2021

Past Month’s Accomplishments: Additional interior design documentation was received. Review of construction costs continued.

Next Month’s Milestones: The project team will meet with the Vice Presidents of the Administration Building to finalize interiors.


November 2021

Past Month’s Accomplishments: State Water Board documents were finalized; the next phase is approval. The review of the interiors with the Steering Committee was carried out and the interior materials were finalized. Estimates were received for early procurement.

Next Month’s Milestones: Bid Phase 2 estimates will be reviewed. The SOBE review of design documents for the proposed pathway for hot and cold water lines will be completed. The project team will meet with the vice presidents of the Administration Building to finalize the interiors.


October 2021

Past Month’s Accomplishments: State Water Board documents were finalized; the next phase will be approval. A review of interiors with the Steering Committee was completed and interior materials were finalized. Estimates were received for early procurement.

Next Month’s Milestones: Bid Phase 2 estimates will be reviewed. SOBE review of the proposed pathway for H/C Water Lines design documents will be completed. The project team will meet with the Vice Presidents of the Administration Building and finalize the interiors.


September 2021

Past Month’s Accomplishments: DSA Intake was received on 8/13/21. DSA back check is planned for 1/17/22. The SBWR response was received, and the documents are ready for submission to the state.

Next Month’s Milestones: Interior material selection will be finalized. A Heat Mapping Consultant will be added to the program. Subcontractor bidding for Phase 2 –Steel & MEP will begin.

Next Month’s Milestones: Interior design Admin Services will receive approval. An IT heat mapping firm DLR request will be acquired. Subcontractor bidding for Phase 2 Steel & MEP will begin, as well as reviewing the phasing schedule with Entry Road Addition.

Next Month’s Milestones: DSA review period will begin 7/28/21 and last until 1/30/22. Interior design will be completed by Admin Services. HEAT Mapping firm will also be acquired.

Past Month’s Accomplishments: Procurement of elevators and exterior skin was approved by SJECCD. 95% of Construction Documents were received and are currently being reviewed by the Bond Project Team and XL Construction. The Underground Utility survey is 90% complete.

Next Month’s Milestones: One Work Place and DLR Group to tour on 6/10. The exterior skin color schemes to be completed. AV Procurement discussion with IT/CTSS to be scheduled. A review of OFCI list to take place. Interior review with Design Committee to be sent for final sign-off by the College.

Past Month’s Accomplishments: The Bond team received and reviewed 50% of the Construction Documents. XL Construction started early procurement pricing. A contract was issued to McCarthy Surveying. DSA Collaborative Review #3 was completed.

Next Month’s Milestones: The Bond Team will continue FF&E review with One Work Place and DLR Group. The exterior skin color schemes will be completed. AV procurement discussion with IT/CTSS to be scheduled. The Bond Team will work to finalize the OFCI list.

January 2021

Past Month’s Accomplishments: DLR was hired to provide furniture, fixtures and equipment design services. LEED application implemented with GBCI. Project is designed to meet LEED Gold certification.

Next Month’s Milestones: District directed GBCo to develop and hire a UU locator for Student Services Complex building. Design Oversight Committee meeting scheduled for 2/10/21. Meet with M&O early February 2021. 50% construction documents are due on 2/21/21. Bond team to start CR review first week of March 2021. DLR to meet w/DSA on 4/5/21 prior to 95% construction documents submission.


December 2020

Past Month’s Accomplishments: NTP issued for construction design phase to begin. Anticipated completion of 50% construction documents 2/21/2021.

Next Month’s Milestones: Finalize value engineering list with district and college. Review 50% construction documents set for first week of March 2021.


November 2020

Past Month’s Accomplishments: DLR Group completed 100% Design Development (DD) phase. Last day for Bond Team, Campus & District to review DD Set was 11/13/2020.

Next Month’s Milestones: Issue notice to proceed for Construction Documents Phase by 11/30/20


October 2020

Past Month’s Accomplishments: Kicked-off design development (DD) phase with the lease-leaseback entity XL Construction and the architect DLR Group. The District contracted with DLR Group for furniture, fixtures and equipment (FF&E) services. DLR Group finalized the overhead shade canopy structure.

Next Month’s Milestones: The project team expects submission and estimating of the design development (DD) submittal in December.


September 2020

Past Month’s Accomplishments: The Bond Team began the design development phase with weekly check-ins with the architect. The procurement of the lease-leaseback contractor was completed and sent to the Board of Trustees for approval.

Next Month’s Milestones: The design team will meet with the District on mechanical, electrical and plumbing (MEP) design, security, and IT/CTSS with DLR Group. Design will continue with further refinement of the interior spaces.
